I'll stumble into an area of law for which I'm grossly undereducated, but I
would say 'no'.

My limited reading on such cases is that "reasonable" fees which cover the
cost of administration are what the courts tend to allow.  Registering a
firearm is inherently a one-time transaction, and a recurring fee would not
address recurring government expenses.

This, however, does bring up the ugly subject of what the life-time
government expense for registering a firearm is, and what a "reasonable" fee
would be.
