This is confused.  The Japanese treat them as we do, that is, as
HOMICIDES.

Here are Kopel's exact words:
   "One reason that the official Japanese homicide rate is so low is
   that if a Japanese woman slits her children's throats and then
   kills herself, police statistics sometimes record it as a family
   suicide, rather than a sensational murder."

Not only is Kopel's claim false, as I have demonstrated, you aren't
even reporting it accurately.
