If what you're asking about is a query cache like the one in MySQL,  then
no, not in 1.5, 2.0, 2.1,  2.5, or planned for 3.0 to the best of my knowledge.
The page caches will tend to keep frequently referenced index and data
page in memory - as will the system file cache - and the use of prepared
statements avoids the overhead of compilation and optimization.

And, as Vlad suggested, stored procedures also reduce the cost of frequently
used queries.
