I think that the root directory for embedded on Windows was always the same 
folder as the one where *both* fbembed.dll (renamed to fbclient.dll for 
application code that required a client named fbclient.dll) and the user 
application executable file were located.  Other dirs (as needed, e.g., \UDF, 
\doc, \intl) are hung beneath this "application directory", as before.  What 
looks different to me is that the  icu* libraries in the 2.5 distribution 
package are in this root directory, not in a \bin subdir as previously. 

 From your comment on this thread, it seems at least *unclear* now, how the 
deployment structure should be in v.2.5.   As I am building what *I hope* will 
be the final build of release notes for v.2.5.1 today, an update to the 
installation section (at least) seems called for....
