Make all utilities follow same rules when expanding database name

Currently all utilities do resolve names in aliases.conf when need to access
database file directly. But not all of them called ISC_expand_filename and/or
took into an account ISC_PATH environment variable like yvalve does. It's good
idea to have common database name expansion procedure.
