I don't think it must interfere with ISQL at all (related to output). For example, in Ubuntu I set terminal charset via its menu entry. It don't change any environment variable, so I don't know what it does, but, it makes the output in the console works correctly when ISQL connection charset matches it. On the other hand, with current patch, both $LANG and the menu entry (as well the connection charset) must match.
