That is no problem with svnadmin load --parent-dir (svnadmin load by 
definition creates new revisions, and --parent-dir bases the dumpfile to 
be imported in the specified folder of the existing repository, see 
http://svnbook.red-bean.com/en/1.7/svn.reposadmin.maint.html#svn.reposadmin.maint.migrate.svnadmin
