Currently ability to create database without path is near to security breach.
Because it allows user to create database "somewhere" (and then user can fill
it with data and consume free space on the system drive).
Yes, it will be placed into system directory, but user may not find this
database later. So, the requirement to specify path may save FB from some
complaints.
