Surely it's worth protecting/rejecting, as well as the other effects

It will be hidden only if DatabaseAccess = None (all access is through 
aliases). This rule was originally established for 
RDB$GET_CONTEXT('SYSTEM", 'DB_NAME') and then reused for 
MON$DATABASE_NAME as well.
