I slight changed my mind and I suppose that answer your question. The v3 process seems correct as it is, i.e., an implicit parameter charset should defaults to the connection charset, and not NONE as I told. I'm adjusting some details, like a TYPE OF should maintain the referenced charset even if it was none, instead of switch it to the connection charset.
