Currently all rights on GTT have to be explicitly granted to users. Because of
GTT nature (users can't mess with other data than their own) it would be
convenient if engine automatically grant all access rights to PUBLIC after GTT
creation. DBA can later explicitly revoke these rights if protection from GTT
abuse is required.
