Before FB3 gsec supported UID and GID fr the user. They were never used in
firebird itself, just artifact. But some applications relayed on them in their
logic. Therefore it was decided to have such support in FB3 too, but not limit
ourself to 2 only fields. I.e. FB3 should support unlimited set of name-value
pairs for each user in API of management plugins.
