Please don't. I would think by now the absolute minimum should be MSVC 2010. Visual Studio (and related libraries like MS VC) have an end-of-life policy; I'd suggest we only support and use products that are in mainstream support. For 2008 mainstream support ended in 2013 (extended support (ie security updates) until April 2018). For 2010 mainstream support ends in July 2015 (extended in July 2020).
