If I would be a support person dealing with customers databases, I'd rather get fired instead of installing whetever ICU versions existing in the world... Also, this is a serious PITA for development, when one needs to copy a db back and forth between Linux server and Windows development machine. Installing multiple ICU versions on Windows could be a challenge for many users. So IMHO a gfix command really looks like a handy tool.
