Perhaps, rather than point to a web URL that could die at any time, (and then 
go through the process of changing the headers again), can't we simply:

- ensure that a copy of the appropriate licenses are present in a new 
"Licenses" folder of our code repository (that path would be stable/consistent)
- add a comment in headers point to that location/folder
- ensure that "Licenses" folder is included in all install kits
