They refer to a possible attack and provide links to other sites.  One of the 
sites has a link to the following:

which (at least to my scanned reading) suggest that the is a vulnerability to 
CBC mode ciphers...

That's one way to think of an 'attack', it seems that in this case the 'attack' 
refers to side-channel methods to extract data from the messages.
