Because most users don't use it. And those who rarely do (newbies, I suppose) spam our tracker with "not working in Win7", "not working in Win8", now probably "not working in Win10" ;-) Personally, I have no objections to some GUI administration console. But it should be more powerful than the current cpl applet and it should not be implemented as a cpl applet ;-) And I'd prefer it to be cross-platform too.
