I think you lack experience in our users. Als I would expect any 
serious system administrator to use a better editor than Notepad. In my 
experience using non-ASCII filenames are rare, especially when 
considering the problems you might experience when trying to connect 
from various systems with various drivers, so most config will be UTF-8 
compatible already.
