To be precise - persistent file if, existing after file is closed, does 
not exist for windows. That creates a lot of problems when dealing with 
it for file which was not opened yet.

Proper serialization here is very good suggestion, but keeping list 
locked too long cause deadlocks - it was checked in fb3.

Once again - it was already discussed MANY times, and it was decided 
that regarding file names case sensitivity we follow OS rules. I stop to 
answer this thread to avoid wasting time but it does not mean that I'm 
agreed with case-insensitive file names comparison on posix.
