It looks as if a physical copy of Firebird.pas never got added to HEAD. So it is not included in the Alpha 1 windows kits. Unfortunately a few parts of the windows packaging code from B3_0_Release are also missing (my fault) so this didn't get picked up earlier.
What is actually needed to generate firebird.pas? I looked at the code in Makefile.in and makeInstallImage.sh.in for the linux kits and it is not at all obvious what is needed to add this to the windows build process.
