The specific command line I used when I was looking at this last was /Users/pbeach/icu54/icu/source/configure --host=arm-apple-darwin --enable-static --disable-shared -with-cross-build=/Users/pbeach/icu54/icu/armBuild If you want my autconfig file for arm_v7 ask.
