Historically this happened as follows. Initially errors registered for use in utilities could never reach user code. Later some of utilities started to be used as services - but that time errors were always returned as text strings (sooner of all it was simplest solution). Currently services always return errors as status vector in query() call, and initial problem is wider - all errors from service-capable utilities (gbak, gfix, gsec, gstat, nbackup) should better be added to the list of system errors. But telling true I do not treat that problem as too hot - first of all cause using formatStatus() or it's ISC analog one always gets correct message text.
