Already existing (created in Alpha) ODS13 databases will be

before Beta.
I see no reason to disallow breaking changes to the ODS before the
first GA (4.0.0) release. Preferably the ODS should be stable after
the first beta, but I don't think that should be a hard requirement.
Disallowing ODS changes during development because it inconveniences
people is IMHO not a good enough reason.
Well if we need exlicit decision - I agree with Mark. In the worst case
when we need to make changes after first beta we can use next major ODS
version if change is absolutely incompatible.
