FB4 already contains functions to transform binary strings to base64 format.
That's useful functions but our clients also need hex form. They are building
(using firebird stored procedures) various messages in XML and JSON formats
which requires hex (not base64) representation of binary data (keys, hashes,
etc.). It's highly desired to add such functions to FB4.
