What I'm trying to say, that simply storing in UTC+TZ is not enough, because at 
the minimum you need at least (1) the TZ data version so you can do the 
conversion yourself - either fixing "local" time or UTC time. But you can't get 
that information now.

(1) The real location of that timestamp would be even better, because sometimes 
locations/cities even change what TZ they belong to. But that's another level 
of mess with timezones.
