Yes, but you lose ability to update the files only when needed because
make (and curl) cannot check timestamps of target files and unpack them
unconditionally. It may cause snowball of rebuild as well.

I have not checked is it done and if done how but almost same issue
happens when we build various errors-related files (like iberror.h) from
messages database. In order not to cause rebuilds files are explicitly
compared with old one. What a problem?
