Use CONNECT or CREATE DATABASE to specify a database
SQL> CREATE DATABASE 'test32.fdb' PAGE_SIZE 32768;
SQL> show db;
Database: test32.fdb
Owner: SYSDBA
PAGE_SIZE 32768
Try specifying a charset :-)
