A reserve of a factor 3+ for private and 7+ for public seems a bit
excessive to me.
That's keys, not messages. Private one normally (when minimum security
requirements are satisfied) exists in single instance, matching it
public may exist in >1 instance but anyway not too many. I.e. even
storing keys in columns with mentioned size would not make something
awful with database. Next, everyone who knows that in his environment
key length would not be bigger than N can use column width N. Massive
transfer of keys in messages is also not supposed. I.e. in this
particular case I see no problems with solid reserve.
