I think:
139 = fb_info_creation_timestamp_tz
12, 0 = length 12
8, 232, 0, 0 = 59400 = 05.07.2021
10, 71, 173, 16 = 279791370 = 07:46:19.1370000

And the time zone and 1 as end.
