It is a rule, but hungarian languages have some of this "rules" / "cases".
"SÁG"/"SÉG" is a suffix, you can make new words (adjective -> noun) using it. IGAZ -> TRUE IGAZSÁG -> TRUTH ÍNYNEC -> GOURMET ÍNYENCSÉG -> DELICACY In this cases ZS és CS are two different letters and its pronunciation is different than "ZS" and "CS" letters.
