It was created years ago by Dmitri Yemanow. Its purpose is to always
have the most recent buildable and publishable version of each document
available. So every time you commit something to master and it's
publishable, you should also commit it to B_Release.

But most committers seem to have forgotten about that (including myself,
sometimes).
