Could be it is defective and always "closed" (on). With the lights on but the switch off, pull the wire from the back of the switch (I know, not easy to get to). If the lights go out, its your switch. If they stay on, start tracing.

The light switch is off and if I turn the switch on they stay on and work normally. The rheostat has no affect on this problem. The only other issue I've had recently is a slow or dragging starter like the old hot start problem, but it happens all the time, hot or cold. I've checked all the wiring in the starter circuit including grounds, but they all seem to be good. I assume this is a starter going bad.
