Thanks, Bob and Hugo.  I used POR on the bird (trunk floor), but it is in my 
nature to check into everything further (and get too many--and 
opposing--opinions).  And I needed to order more POR, so read everything on 
their website when I went to order.  They (the POR 15 company) want you to use 
the wash and the metal prep even for painting over rust.  I didn't on the bird. 
 But that metal isn't seeing rain at all in the garage (in pieces).  

By the way, I must be crazy with an unfinished project in the garage, but I 
feel a little jealous when I hear of someone on the list getting another bird.  
(I know, just finish the project!)

POR 15 likes rust to grab on to. You need to wire brush the loose
stuff but don't take away the solid rusty surface.
The marine prep is to remove any oil or dirt. The metal prep is for
good clean metal and it gives it a nice place for POR 15 to bite into
(since there is no rust there to grab onto).
The stuff basically encapsulates everything and keeps any oxygen from
reaching those areas so it stops rust from going any further.

I used it on the chasis and axles on a 23 Model T as well as the
trunk of a 41 Pontiac and they came out really nice.
