Old Joe and Gary are right about the phosphate finish. I talked to a guy (ad I found in Hemmings Motor News) about rephosphating. But in the end I stripped the paint/overspray off of my hinges and the original phosphate underneath looked pretty good. You might get lucky. I think I used just a regular paint stripper, but there is a rust "remover" from POR 15 that leaves phosphate behind (really just looks like clean, unrusted metal) that can remove rust pretty well if you needed that.

I just happen to own a pair of NOS hinges that have never been used. Funny thing is one is a darker gray than the other and both are the fuzzy sort of phosphate finish. I'm not sure how to replicate, but if I were to try to
match, my best guess would be some stainless steel paint (with  fuzz).
