Those two screws on the top left look the fasteners that go between the front fender and the two braces that go in front of the radiator support to the fenders. They have a shallow head with a Phillips screw because they are so close to the hood.
The middle section looks like carb screws. I think the wavy washers are used on the bolts that hold the plastic headlight surrounds to the metal framework up front. They allow the bolts to be "snug" and produce tension on the plastic without actually torquing down the bolt and cracking the plastic.
