The 400's and AC cars had a return line from the fuel pump. It's
possible that the previous owner swapped the fuel pump for a
non-return one or that he swapped the gas tank or the sending unit or ....
Is your car a 400 or was it originally an AC equipped car?

Made another discovery about my Firebird last weekend. Stopped for gas
in New Jersey (no gas tax -- 93 is selling for $3.99 today). After
filling up, the attendant pointed out that gas was leaking from what
appeared to be the fuel tank. Never noticed this before.
I got underneath it -- gas was running from a hose connected to the
gas tank. I'd seen this hose before -- it leads to nowhere. Never was
connected to anything. I did not understand its purpose.
I bought a gas can and collected the runoff -- THREE GALLONS. After
dealing with this, the car started up and has run fine ever since,
without any "gas leak" -- as long as I don't fill the tank.
It looks like the previous owner ran a hose out of the gas tank for
"runoff." Why would someone do that? A three-gallon runoff? What could
be the purpose of this?
I recall the previous owner advising me not to fill the tank all the
way. When I asked him "Why not?" he said, "Oh, you can fill it, go
ahead." Why wasn't the guy honest with me? I'd already paid for the
car, so it wasn't like I was going to come back at him.
Can I safely plug up this hose, and thereby put this matter to rest?
Or should I weld that tank hole? I'd like to be able to fill my tank
with gas.
Also discovered that there is a two-line sending unit inside the tank.
Apparently this is a performance enhancement that feeds unused gas
back into the tank.
