There are nuts on the back side that go on studs attached to the dash pad, about 5-6 of them if I remember right. The studs go through holes in the metal part of the dash, they are somewhat centered in the dash pad. You might want to remove glove box insert, and take the gauge cluster loose and pull it out enough to get your hand behind it. I have fat hands so that makes it easier for me, but you can reach them without doing this. On 68 there are also slide in clips at the bottom of the side extensions that need to be popped out. I am not familiar with 69, only 67-68.
