I just built my motor over the last few months and it is internally balanced. My old crank was internally balanced as well but that was a rebuild so I can't speak for how they did it originally. It is best to go with internally balanced if you have the option since this will allow you to change flex plate/flywheel or harmonic balancer later without having to rebalance the assembly. BTW, my neutrally balanced flywheel, $400 worth of billet steel, was a couple grams off. They balanced it to perfection as a single piece. Also, did the same to my harmonic balancer, which was off just a smidge. Sheen > external balanced with flex plate or fly wheel.
