I haven't seen anyone say what year car this is that the backup lights aren't working on is. If it's a 69, chances are it's had the shifter back linkage to the column removed. 69's have the backup light and neutral safety switch on the steering column, even when it's a floor shift. The column housing should turn as you move the shifter between gears. Often, if a car has had headers put on it, this piece is missing, since the headers won't fit with it on. Another symptom of this missing piece would be the ability to start the car while it's in gear.
