AFAIK is what SQLite’s driver author did.
He provides a program which registers the driver and “fools” VS.

Robert Simpson will correct me if i'm wrong bu i think in Express 
editions it's needed to install the firebird provider using the GUIDS of 
one of the "local" providers already registered.
