In configSections you have (you should have):
type="System.Data.Common.DbProviderConfigurationHandler, System.Data,
Version=2.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089"
so the signature isn't belongs to FbClient, it's System.Data.
In DbProviderFactories has to be FbClient signature.
