I've tested this problem in different ways and found yet one strange 
behavior. To reproduce it:

1) Create next procedure in test database:

CREATE PROCEDURE STR_TEST(
     STR VARCHAR(28000))
RETURNS (
   RESULT INT)
AS
BEGIN
   SUSPEND;
END


2) Change sql variable in saveDescription method on EXECUTE PROCEDURE 
STR_TEST(@Description)

in this case provider hangs too


3) Now change sql variable on SELECT * FROM STR_TEST(@Description) and 
you'll get an exception:

Exception of type 'FirebirdSql.Data.Common.IscException' was thrown.
ErrorCode       335544794
