No, you can't!
Deleted records space cannot be take back. Only back-up and restore can do
that.

Please take a look to your database statistic at:
          Generation              1842 
        Page size               8192 
        ODS version             10.1 
        Oldest transaction      1834 
        Oldest active           1835 
        Oldest snapshot         1835 
        Next transaction        1836


If you have very big difference between oldest transaction and next
transaction it could be a problem with that. You never make a commit ... !!!
I'm not sure if this is best comparison but maybe someone else could correct
me.
