I've investigated the error now, and in current sources (in 2.1 too)
this encoding is build only on non-Mono builds. Did you build it
without "NET" directive (and with "MONO")?
Morning I've just forgot to remove "NET", so I thought, it's bug. But
without it, it should work fine.
Problem with 'shift_jis' I have to recheck on latest Mono sources. If
you can, test it on latest sources, build without "NET", maybe the
''shift_jis' is OK, too.
