Internally yes, this info is used prior to execution for putting data
right to the server. But AFAIR it's not published outside.
In fact creating parameter without datatype is possible but very
weird. I can hardly imagine how should your application work with
this. Anyway you can use metadata exposed via Schema namespace by
provider to look at column datatypes.
