By default Firebird 3 only allows you to connect using the new authentication and encryption mechanism. You have to enable legacy authentication first, by editing the firebird.conf: AuthServer = Legacy_Auth, Srp, Win_Sspi (make sure to remove the # prefix). I am not entirely sure, but you might need to add the user again to make sure the password is also available in the legacy format.
