This may not be the best way, and I have not tried it, but, this just came
to me as an idea

IF you can connect to an existing database, such as the security database
and then used a stored procedure to run the create database statement?

It may be possible, but you still would have to use a local application to
create the odbc connection to the newly created database.

Hope this gives some ideas, but I never heard of odbc allowing for database
creation.
