Very simple Walter. Add a PK field and then have a before insert trigger that 
looks something like:

CREATE TRIGGER WalterTrigger FOR ControlTable ACTIVE BEFORE INSERT OR UPDATE 
POSITION 0 AS
begin
  new.PK = 1;
end
