That is not correct.  Firebird uses any available port for events, unless the 
server is configured to use a specific port, via RemoteAuxPort.  If events are 
being used and there are no available ports, there will be an exception.

As for a port conflict, it is more likely that the server's security has port 
3051 firewalled.  And, yes, it is good advice to use higher port numbers when 
(re)configuring ports.  It reduces the likelihood of clashes with other 
applications.
