because they already have hundred of developer working on the c++ isapi, thousands of thousands lines of code, why move all of them to java (exept if the c++ code was really bad or all their c++ developer resignate suddenly) ? they also need to "fire" all their c++ developper to find new java developper and i don't think java is "soo" good to make such jump
